Chicago -- Sen Don Harmon (D) who sponsored SB-337, said it was an idea he first proposed in 2003, and that he never imagined it would take 16 years to see it become law. On Thursday, January 17, 2019 - Gov JB Pritzker in his first week in office, signed the bill that would require Illinois Gun Dealers to be certified with the state for an annual cost of $1500 [$300 w/out a physical store]. The bill also requires the installation of video cameras and the maintenance of video files, so law enforcement can determine if some buyers are engaged in gun-running of purchases.
Supporters say this is common sense legislation. But critics say this just duplicates requirements already in force under federal law -- in fact, part of this bill's requirements are that a gun dealer be already certified under federal law. The critics also contend this is really about making the sale of guns more difficult for the small gun dealers, for whom the fees and cost of video file storage may be too expensive.
